UDOT Releases Final Environmental Impact Statement for Payson I-15 Interchange

Preferred alternative for Main Street interchange redesign includes improvements to the existing interchange, a new interchange north of the existing one, and a new road connecting the new interchange to SR-198  

OREM, Utah (Nov. 30, 2018) – The Utah Department of Transportation (UDOT) today released the Final Environmental Impact Statement (EIS) for the I-15/Main Street interchange in Payson.

The Final EIS identifies Alternative C-1: Braided Ramps as the Preferred Alternative for the Payson Main Street interchange. This proposed redesign would provide a connection between the existing Main Street interchange and a new interchange about three-quarters of a mile northeast for the Nebo Beltway, a new road connecting I-15 with S.R. 198. Braided ramps (i.e., ramps that cross over each other) would provide a free-flow connection between the two interchanges.

As part of this redesign, Main Street would be widened to five lanes at the interchange and narrow to its current width south of 600 North. Main Street would also be realigned to connect to 900 North.

Several factors contributed to the selection of Alternative C1 as the Preferred Alternative. Some of those include the following:
·         It is projected to have the lowest average daily vehicle delay of the six build and no-build alternatives considered.
·         It combines the benefits of two interchanges- one at Main Street and one at the proposed Nebo Beltway- connected by free-flowing/continuous ramps.
·         It avoids historic properties protected under federal regulations.

The Final EIS also includes minor revisions to add clarity based on feedback received from agencies and members of the public, and responds to all agency and public comments received during the Draft EIS comment period.  

Residents, business owners and interested parties are encouraged to visit the Payson I-15 Interchange EIS website,www.udot.utah.gov/paysoneis, to review the Final EIS document and find out more about the Preferred Alternative. A 30-day comment period will be open from today to December 31 for members of the public to provide feedback to the project team regarding the study via email to paysoneis@utah.gov, or by mail: (Payson EIS Team, 3995 South 700 East, Suite 450, Salt Lake City, Utah 84107).

After the 30-day public comment period ends, the project team will review and respond to comments. A Record of Decision regarding the study is expected in mid-2019, where a final decision will be made to select an alternative for the Payson I-15 Interchange.

Currently, there is no funding identified for construction of the Preferred Alternative. Following the Record of Decision, when funding becomes available, the next steps in the project will be final design, right-of-way acquisition, and then construction.

Sherri Lee Sharpe Hair

Our dear, super, fantastic, marvelous, amazing, wonderful wife, mother, and grandmother passed away on Friday, November 23, 2018, due to a mysterious illness that plagued her over the last year.
Sherri was born March 24, 1958, in Newport Beach, California, to Kenneth Lee and Eula Mae Sharpe.

She married the love of her life, Tom Hair, May 16, 1975, and together they had 3 amazing girls, Katti, Kelli, and Kimberli. They bought a house in Payson, Utah in 1979, where they still reside to this day.

Her favorite things in the world always revolved being around her family, whether it was camping, buggy rides, vacations, California Hall-O-Cations, Sunday dinners, crafting shenanigans, lunch dates with her husband & grandkids, birthday parties, or the holidays you could guarantee this would always put a big smile on her face.

Sherri worked for Nebo School District for 25 years as a lunch clerk where she made a lot of good friends along the way. She loved working with the little kids at Spring Lake Elementary and had an infectious smile that radiated through her loving personality. The kids were always drawn to her, and it showed on numerous occasions when she was out and about around town.

She is survived by: Husband, Tom Hair; daughters, Kelli Lee Topham (Kent), & Kimberli Marie Diamond (Kendall); All from Payson; grandchildren, Kammi Lynn, Tyson Richard, & Kalli Kay Oman, and Makayla Marie Topham; along with several sisters, brothers, nephews and nieces, all of whom she loved dearly.

She was preceded in death by: Daughter, Katti Lynn Oman; Father and Mother in Law, Lenard Dee & Alice K. Hair; Father, Kenneth Lee Sharpe; Mother, Eula Mae Cash Sharpe; Sisters, Janice Mae Sharpe & Jerri Lynn Salcedo; Nephews, Martin Adam & Travis Ronald Hansen, and Tommy Hatch.

Funeral services will be held on Saturday, December 1, 2018, at 11:00 am at Walker Mortuary, 187 South Main, Spanish Fork, UT. Family & friends may call from 6:00 pm – 8:00 pm on Friday, November 30, 2018 or again on Saturday, from 9:45 am to 10:45 am at the same location.
Interment will follow immediately afterwards at the Payson City Cemetery, 400 North 800 East, Payson, Utah.

We, the family would like to express our deepest appreciation and sincerely thank Mountain View Hospital’s ICU’s doctors and nursing staff for their kind expressions of sympathy and support during our time of great sorrow.  Your presence helped to lighten Sherri’s pain and suffering, and it truly meant so much to our family.

Miscellaneous Memories: The Old Payson High Gym

The old Payson High School gymnasium was located on the south side of the main high school building, which was then located at 600 South and Main Street. It was built in 1938. The building had a large gym, two dressing rooms, and a classroom that sat above the main entrance. At the rear of the building on the main level there was a large shop and drafting room, and an area for the Ag program. Upstairs above the shop area was an orchestra room.
After the old high school was demolished, the Payson City named the building the Bon-Ton. It was utilized as a rollerskating rink and for other recreational purposes. It was also later demolished and the Constitution Park was constructed.
The three oval sports sections of the facade of the building were saved and they are now found on the back brick wall of the amphitheater of the Peteetneet Museum and Cultural Arts Center.
Today, the Payson Aquatic Center is located on the site.

Ora LaRee Jensen Barnard

On Wednesday, November 7, 2018 our dear sweet Ora passed away at the Beaver Valley
long term care. Ora was born in Payson Utah on July 16, 1931. She was the second of two
daughters to Elmer L. and Syble Wanetta Gardner Jensen.

She grew up in Genola, Utah and attended school in nearby Goshen Utah. After her high school
years she attended and graduated from Hollywood Beauty College in Provo Utah. She then made
her home in Las Vegas Nevada where she made her living styling hair.

While in Las Vegas she met many friends including her husband BJ Bernard (Bernie) and they
were married on December 31, 1965. After moving back to Genola, Utah they were then sealed
in the Provo Temple on March 11, 1978.

Ora was a member of the Church of Jesus Christ of Latter-Day Saints. She enjoyed her many
callings and always said her favorite was teaching primary as she always loved the little children.
Ora and BJ later served a mission together at the St. George Temple where they met many special
friends. They later sold their home in Genola and move to St. George where they enjoyed retirement
and the warm weather.

Ora was a very loving sweet woman.  She always loved helping people anyway she could.  Music
was a big part of her life and she loved all the old tunes. She loved dancing and also teaching other
people to dance. She was a graduate of the Arthur Murray School of dance. She was very talented
and loved sewing her own clothes. She loved decorating cakes, especially wedding cakes for family
members and friends. She loved arranging flowers and worked at Payson Floral for a number of years.
She always had fond memories and lots of stories of her younger years with her family. She especially
enjoyed riding and checking cows in Strawberry where her dad was the south end over rider. She also
enjoyed traveling with her dad to many different rodeos where he competed. She love to travel with
her husband BJ and took their family on many special trips. She really enjoyed being around her family
and especially her grandkids and great grandkids who she loved very much.

Ora is survived by daughter Gena (Bruce) Williams; Grandchildren Tanya (Kameron) Shortt; Waylon
Ballard; Clay (Sara) Williams; Jer (Robyn) Williams; Whit (Tennille) Williams; nieces and nephews,
and 16 great grandchildren. Ora was preceded in death by her parents Elmer and Syble Jensen,
husband BJ Bernard, sister Syble Viola Jensen Barney, granddaughter- in- law Pam Ballard, and
grandson Brett Williams.
Ora's family would like to thank her Beaver long term care family for always caring and looking after
her and always keeping her laughing. She enjoyed and loved each and every one of you. Thank you
to the Beaver Hospital and Beaver Medical Clinic staff, especially to Dr. Oakden who always made
her visits fun.


Funeral services will be held Tuesday, November 13th at 12:00PM at the Southern Utah Mortuary
195 N. 200 W. Beaver, Utah. A viewing will be held prior from 11:00 to 11:45AM.  Interment will take
place at the Mountain View Cemetery in Beaver Utah under the direction of Southern Utah Mortuary.

ARVID HATHAWAY

Arvid Hathaway, age 80, passed away Monday, November 5, 2018, at the home of his son in Price. Arvid was born in Genola, Utah, on February 18, 1938, to James Finley and Doris Ella Greenhalgh Hathaway. He married Linda Bray on October 13, 1962; later divorced. He married Betty Black on December 9, 1977. She preceded him in death on December 12, 2012.

Arvid was a coal miner and worked for Soldier Creek mine for many years before moving to Battle Mountain, Nevada, where he worked for TIC Construction company. He retired in 2006, after which he and Betty moved back to Price, Utah.

Arvid is survived by his son and daughter: Scott (Kimberly) Hathaway, Price, Utah, and Stephanie (Kurt) Bellm, Olathe, Co. He is also survived by his two grandsons, Zachary and Garrett Hathaway.

He was preceded in death by a son, Shaun Hathaway, August 6, 2018.

Graveside services will be held Saturday, November 10, 2018, at the Cliffview Cemetery, Price, at 11:30 AM. Friends may call at Fausett Mortuary, 680 E 100 S, Price, prior to services, from 10:00 AM to 11:00 AM.

PICTURES TELL THE PAYSON STORY ~ PAYSON HISTORICAL SOCIETY: PAYSON LDS TABERNACLES

Pictured: The Nebo Stake Tabernacle under construction sometime around 1906.


The old Payson Tabernacle was originally built in the early 1870s. It was dedicated by Apostle Wilford Woodruff on July 20, 1872. It was designed with a hip-angle roof and tall, slim windows on each side. A balcony was built into the west end of the building. A slender shoe-box pulpit stood in front of the speaker's stand on the east end of the building. The building was destroyed by fire in 1904.

The Nebo Stake Tabernacle was constructed on the site of the Old Payson Tabernacle that burned in 1904. Construction on the tabernacle located at 182 North Main was started in June 1906 and was completed in November 1907. The building was dedicated by President Joseph F. Smith, 6th President of The Church of Jesus Christ of Latter-day Saints.

NAOMI FAE SHEPHERD ADAMS
1926 - 2018
Naomi has now completed her mortal mission and, after a grand reunion with loved ones,
she will now begin her time of joy, rest and peace in the next life. Naomi passed from this
life on Nov. 3, 2018, after a wonderful life of almost 93 years.

Naomi was born on January 15, 1926, to Charles and Lula (Holt) Shepherd in Springville,
Utah. She married Richard Louis Adams (Dick) on Nov. 2, 1946. They were sealed in the
Manti Temple on March 28, 1951. Together they raised a full house of two daughters and
five boys; she also had the added joy of welcoming a step-daughter into her home.

Family was her life and she loved it whenever the family would get together for parties and
trips. She also loved making afghans and quilts for families and friends.  

Survivors include step-daughter Janene (Loel) Dubois, her five sons, Deloy (Linda) Adams,
Kevin (Laurie) Adams, Brad (Ann) Adams, Randy (Tammy ) Adams, and Kelly (LeaAnn) Adams;
her brother Russell (Sharon) Shepherd, brother-in-law Rich Frandsen, son-in-law Vern (Nancy)
Pyne. She left a large posterity, with 33 grandchildren, 78 great-grandchildren and 7 great great-
grandchildren.

She was preceded in death by her husband of 61 years, Richard, and three daughters, Sunda
Lindsey, Nancy Pyne, and Mary Theresa, who passed away just after birth.

She will always be remembered for her ability to never let a frown take over her beautiful smile.

Funeral services will be held on Saturday, November 10, 2018, at 1 PM at the Payson Chapel
located at 225 South 400 East Payson, Utah. A viewing will be held prior to the service at the
chapel from 11 AM to 12:30 PM.  Interment will be held at the Springville Evergreen Cemetery.

We are grateful for the loving care provided for the past three years by the great staff at the VA
Assisted Living Center in Payson and the care also given by A-Plus Hospice.
