Payson Mayor Bill Wright Encourages Water Conservation

To the Residents of Payson City:


The State of Utah and the City of Payson are experiencing severe drought conditions in 2021. Governor Cox issued an executive order declaring a state of emergency due to drought. At the time of the declaration in Mid-March, all Utah's 29 counties were experiencing some level of drought; four of Utah's top 42 reservoirs were less than 20% full.


The following is the city watering schedule for the irrigation season.


• If your address ends in an odd number you water on Monday, Wednesday, and Friday. 

• If your address ends in an even number you water on Tuesday, Thursday, and Saturday.

• No one should water on Sunday to allow the system time to recover and allow the ponds to refill for the rest of the week. 

• The large users need to water during the day to prevent pressure issues for the residents. 

• Residents are asked to refrain from watering between the hours of 10:00 a.m. and 6:00 p.m. The PI system cannot handle everyone watering at the same time and when everyone does this causes a pressure drop and affects everyone. If we all water when we are supposed to there should not be problems. With everyone's help there should be adequate pressure and water available for everyone, but if we do not follow this we will continue to have problems. 


The State of Utah's website, www.water.utah.gov has some great educational information. For example, there is a weekly lawn watering guide. Some other suggestions to help conserve water include:

Wait to water

Fix leaks

Run full loads (dishwasher and washing machines)

Turn off the water while brushing teeth, shaving, soaping up, doing dishes or rinsing vegetables 

Reduce showers by at least one minute

Consider implementing water-wise landscaping or purchasing a smart irrigation controller.

The city will continue to monitor the drought conditions and as the summer progresses, we will adjust the water schedule to address current conditions. If we work together, we can make it through this challenging summer of drought. I appreciate the citizens of Payson and the great community we live in.

Mourning the Passing of Friends: Forthcoming Funeral Service

Ruby Butler Hales



Ruby Butler Hales, cherished wife, mother, grandmother, great-grandmother, aunt, sister and friend was born on March 10th, 1939 to Clarence & Susannah Limb in Richfield, UT. She passed away on Tuesday, May 18, 2021, at the age of 82, from complications of pneumonia. She was the youngest of 7 siblings and grew up in Santaquin, UT where she attended elementary and junior high school.


She met Ronald Noal Butler, the love of her life, in History class at Payson High School in 1955. They were sealed for time and all eternity in the Salt Lake City Temple on June 28th, 1956. From this union came a legacy of love that includes 5 daughters, 1 son, 24 grandchildren and 35 great-grandchildren.


Ruby was a faithful member of The Church of Jesus Christ of Latter Day Saints.  She actively served in leadership positions in the Primary, Young Womens, and Relief Society organizations. She loved  to watch General Conference, she rarely missed it, even on vacation.  One of her greatest joys was serving as a worker in the Provo Temple for over a decade, oftentimes twice a week. 


In 1976 she went to Utah Tech & graduated as a nurse's aid. She worked in Labor and Delivery at Mountain View Hospital. She later went on to work for Dr. Steven Nance as a receptionist for many years. Patients, friends and family loved coming and seeing Ruby doing what she does best, serving others and making people smile. She seemed to know everyone; it was who she was, it was the heart of gold she possessed, it was the warmth she displayed. Everyone loved Ruby!


Ruby loved to read. She also loved to travel, her favorite place to travel was the Oregon Coast. The beauty, the peace, the joy she felt there brought her great comfort.


She never missed an opportunity to celebrate a birthday with her famous “Singing Happy Birthday Clown”. For over 40 years, her kids, grandkids, and great grandkids were blessed by this birthday tradition. Everyone of us waited patiently for that phone call that would inevitably brighten our entire day. These phone calls will be greatly missed!


Her sweetheart,  partner, and soulmate, Ron, passed away unexpectedly on September 29th, 2000. She would meet and marry Ned Hales 6 years later on June 10, 2006. They enjoyed 12 years together before Ned passed away July 29, 2018.


Ruby is preceded in death by her dear husbands, Ronald Butler and Ned Hales, her parents, Clarence & Susannah Limb, brothers Wayne Limb and Rulon Limb, sisters Hilda Leufgen, Norma Wignall, and Martha Dart. She is survived by her sister Donna Ewell, her children, Deb Allen (Frank Allen), Bret Butler (Val), Chris White (Bart White), Shelly Edmonds (Mark Edmonds), Lori Gillies (Mitchell Gillies), and Stacey Yardley. She is also survived by all her grandchildren and great-grandchildren.


Ruby will be remembered for her devotion to her family, friends, and her faith. Her true mission on this earth was to lead by example to those around her. Ruby never doubted her faith and always encouraged others to never doubt theirs. She made an impact on this world.


Funeral services were held Monday, May 24, 2021 at 11:00 am., at The Church of Jesus Christ of Latter Day Saints located at 90 S. 200 E. in Santaquin, Utah under the direction of  the Brown Family Mortuary. Interment was in the Santaquin City Cemetery.

Layne Farrell Blatter

Layne Farrell Blatter, 81, of Payson, Utah, peacefully passed away on May 20, 2021. He was born in Havre, Montana on Oct 2, 1939 to Gottlieb and Lorene Maddox Blatter. His childhood was spent on the farm in Montana, after which the family moved to St. George and then Centerville, Utah, where he graduated from Bountiful High School. As a young man he served a mission to Germany and returned to attend and graduate from BYU. He married the love of his life Lanea Marlowe in the Salt Lake Temple in 1963. They settled on a small farm in West Mountain, near Payson, Utah where they raised their family and he pursued a career in teaching.


He was a life-long, faithful member of the Church of Jesus Christ of Latter-day Saints and served there in many capacities throughout his life. He loved working with young people, especially those who needed a friend. He served in bishoprics, as a bishop, on the high council and as a temple worker and in many other positions, yet his most influential and loved calling was that of husband, father and grandfather. After retiring in 1999, he and his wife were called on three LDS missions and served together in Charlotte, North Carolina, Austria and Slovakia, and at the Joseph Smith Birthplace Memorial in the Manchester, New Hampshire Mission. As his body declined, he continued engaging in family history work and spending time with his family. He is a beloved patriarch, remembered for his faith, love and unwavering testimony of Jesus Christ and His restored Church.


He was preceded in death by daughter (Kenya), son (Nathan), grandson (Zachary), son-in-law (Jay), parents and 14 siblings. He is survived by his wife (Lanea) and children: Tresa Heaton (Jon) Mapleton, UT, Heidi Conrad (Byron) Lindon, UT, Kett Blatter (Crystal) Mesa, AZ, Seth Blatter (Jessica) Midway, UT, Celeste Penick Provo, UT, Ian Blatter (Julia) Genola, UT, 41 grandchildren, 11 great-grandchildren, and 4 siblings.


We are grateful for the outpouring of love to our family and express appreciation to many caretakers who have assisted Layne in his later years. Services will be held on Friday, May 28th at 11:00 a.m. with a viewing prior from 9:30-10:30 a.m., at the West Mountain Church located at 5237 W 10400 S, Payson, Utah. Interment will be in the Payson City Cemetery immediately following the services.
